Apply for a Seveso activity authorisation

Summary

Are you launching a new industrial activity? Is your company looking to expand its activities?

The creation or extension of your company in Wallonia may require one or more large storage facilities for dangerous substances covered by the Seveso Directive.

A Seveso company is a company that holds and stores a quantity of dangerous substances that exceeds a certain threshold expressed in tons.

2 THRESHOLDS: SEVESO HIGH AND LOW

Your establishment is classified as high or low threshold, depending on the nature and quantity of dangerous substances.

Are you Seveso? To find out, enter your dangerous substances in our SecuriWal tool to determine whether your establishment is a Seveso high threshold or low threshold.

THE SECURIWAL TOOL AT YOUR SERVICE

SecuriWal also allows you to:

  • report yourself as a Seveso establishment
  • update your notification
  • submit your safety report
  • access control reports
  • access the mapping of isorisk curves

REDUCE THE RISK OF INDUSTRIAL ACCIDENTS

An accident in a Seveso company can have consequences for people and the environment, both inside and outside the company. It is therefore mandatory to declare your activity.

It was an explosion in a chemical plant in Seveso in 1976 that gave its name to the European Seveso Directive. It has a dual objective:

  • to avoid serious accidents involving dangerous substances
  • to limit the consequences of these accidents for people and the environment

SEVESO AND ENVIRONMENTAL PERMIT

In Wallonia, each Seveso company must obtain an environmental permit before starting its activities.

To apply for a permit, consult the full procedure in "Applying for an Environmental Permit or a Single Permit for a Class 1 or 2 Facility".

! As a Seveso establishment, you must attach an additional document to your permit application:

  • a hazard identification notice (HIN) if you are low Seveso
  • or a safety study (SS) if you are high Seveso

CONTACT US TO PREPARE YOUR FILE

Save time and consult us before submitting your permit application. We can help you to prepare your file so that you can control the risks within your establishment and limit the consequences of any accident.

Our Major Accident Risks (RAM) Unit of the SPW Agriculture, Natural Resources, Environment (SPW ARNE) is consulted during the analysis of the permit application in order to:

  • assess the risks of your project for the population and the environment
  • give an opinion on the acceptability of these risks and the operating conditions to ensure these risks are controlled

Also, see our vade mecum below to help the operator in drafting the safety study (SS) or its hazard identification notice (NID).

In detail

Target audience – details
  • Companies that already have a valid operating permit or single permit and want to expand by holding more dangerous substances or by starting an activity that changes their current status to a Seveso high threshold or low threshold status in Wallonia
  • New companies that want to start an activity and fall within the scope of the Seveso Directive in Wallonia
  • Here are some examples (not exhaustive) of Seveso companies and sectors concerned:

  • companies active in the chemical sector
  • logistics companies
  • oil depots
  • sites containing explosives
  • gas sites
  • fertilizer companies
  • ammonium nitrate companies
  • solvent and paint companies
  • etc.
Benefits
  •  Are you a new industrialist? We will give an opinion on your risk study and your demonstration of the control of the safety of your installations. We will organise regular audits of your company. These opinions and audits are proof of the proper monitoring of your establishment that you can provide to your insurance company.
  • Do you already have a business? Being authorised for a "Seveso" activity is a guarantee that land use is being controlled in your area. A safety distance will be established between your company and the surrounding area to secure the perimeter in the event of a major accident. When you revise your environmental permit, on its expiry or if it is extended, for example, you can be certain of keeping this safety zone and not having your extension project declared impossible due to significant and uncontrolled urban development in your area.

Procedure
  1. Consult the environmental permit and single permit process to find out the general permit process for your new activity
  2. Use our SecuriWal tool to find out if you are a Seveso establishment, and the threshold (high or low)
  3. Are you Seveso? You must attach an additional document to your permit application:
    • a hazard identification notice (HIN) if you are low Seveso
    • or a safety study (SS) if you are high Seveso
  4. Any questions? Contact the Major Accident Risks (RAM) Unit to best prepare your file
